Thomas Allen is hiring for job sharing Residential Program Managers!

Position Description: Work in a fast paced environment working with 4 wonderful women in an accessible home in Saint Paul.  This position will work closely with a second Program Manager and have shared on-call responsibilities. The position has a balance of Program Manager duties, as well as some scheduled direct care. The managers will report to the Program Director and will require developing a strong relationship with the Program Manager who shares duties and direct care staff.


Personnel - Managing a staff of approximately 20 Program Counselors including: hiring, scheduling, training, evaluating, review timecards and conduct staff meetings.

Programming - Assign duties, communicate and coordinate services with support teams, coordinate client inclusive activities in home and in the community,  review and submit incidents and VA reports, complete client annual documents, and conduct client Support Team meetings, maintain client files and monitor clients medical services working closely with the program RN consultant, provide financial oversight of the Household and client finances, complete client funding forms as well as redetermination paperwork, provide 24 hour on-call availability and shift coverage.


  • Schedule 30 hours: Schedule 35 hours M, T,W daytime hours- (27 hours) flexible for the house needs and scheduled direct care E/O Saturday and Sunday 2p-10p. 24 hour on-call shared duties.
  • Schedule 35 hours: Wednesday, Thursday & Friday daytime hours (27 hours) - flexible for the house needs and scheduled direct care E/O Saturday and Sunday 2p-10p.  24 hour on-call shared duties.



  • Must be 21 years of age.
  • Must demonstrate competency in the completion of the above noted job responsibilities.
  • Background Clearance from licensing agencies.
  • Valid Driver's License. Must have and maintain a clean driving record. Refer to "Safe Transportation" policy.
  • Current First Aid and CPR Certificates as required by the program.
  • Individual must be mature, polite, competent, and possess team playing abilities, effective listening skills and strong overall social and communication skills.
  • Must be proficient at high school level in speaking, comprehending, reading and writing English to fully communicate with clients and staff, to implement specialized medical and/or behavioral protocols and programming within the program, and to document required information.
  • Designated Coordinator status required, QMRP status preferred. At  least  two  years  working  with   persons  with developmental disabilities experience is required as Designated Coordinator or one year as QDDP, supervisory experience and Bachelor's degree in a human services related field preferred.



  • Ability to implement emergency use of controlled procedures, manual restraint, if needed.
  • Willing do female personal cares and Hoyer lifting.
  • Ability to perform physical tasks requiring bending at the waist, twisting, lifting and carrying loads up to 30 pounds. Ability to provide physical support and guidance to the clients in areas of mobility and bathing/dressing. Birch Lake Specific: Support up to 150 pounds during pivot transfers and up to 300 pounds while using an Electric Hoyer lift and manual wheelchairs. Twisting, bending pulling while positioning clients in sitting positions and in bed while standing.
  • Ability to operate automobile to transport clients using the Program vehicle which is equipped with a electric lift.
  • Ability to provide supervision of the clients as stipulated in Individual and Program Abuse Plan, as applicable.
  • Ability to stand on feet and to go up and down stairs throughout shift, as needed.
