LOCATION: Office in West St. Paul, MN (temporarily remote)

HOURS AVAILABLE: Full-time, flexible salaried position

JOB SUMMARY: The Assistant Administrator has the primary responsibility to assist the Administrator in maintaining the smooth operation of all of Thomas Allen (TA) Case Management (CM) and Managed Care (MC) divisions.

DUTIES INCLUDE:

Personnel:

  1. Be primarily responsible for the recruitment, orientation, ongoing training, supervision and evaluation of all persons supervised. This includes providing authorization for Paid Time Off and attendance at training, completing and presenting performance evaluations, and reviewing and signing timecards, reimbursement claim forms and training documentation.
  2. Review and provide final approval or denial for all employee Telecommuter Contracts and Shared Office Space requests in CM and MC.
  3. Monitor the completion of performance evaluations for all personnel in MC and CM.
  4. Be available to Program Directors and the Administration to address policy, programmatic and financial matters.

Service Provision:

  1. Remain abreast of county, state and health plan changes.
  2. Stay current on training needs, both internal and external. Work with the CM and MC Training and License Supervision Director in the design of the site-specific orientation and ongoing training for Case Managers and Managed Care Coordinators.
  3. Ensure that all programmatic services provided to individuals are of a high quality, in accordance with the Lead Agency regulations, and are consistent with the philosophy of TA.
  4. Act as a liaison between the program and Lead Agencies, providers, Department of Human Services and other governmental agencies.
  5. Keep informed on current issues affecting services.
  6. Maintain a working knowledge of each program and persons served by those programs.
  7. Coordinate the development of new programs.
  8. Facilitate the preparation and/or review of Request for Proposals (RFP's) with the Program Director(s); participate in interviews, if applicable. If awarded a new contract for the provision of services, coordinate service implementation with the assigned Program Director(s). Keep the Administrator informed throughout this process.
  9. As requested, meet with the lead agency representatives to discuss submitted proposals.
  10. Ensure that policies and procedures to be followed by the program/agency are in compliance with current regulations and reflect the company's mission and philosophy. Establish new policies or revise existing ones as needed.
  11. As requested, assist the Administrator in securing Business Associate Agreements with all sub-contracted services, i.e. temporary staffing, and interpreter agencies.
  12. Review Lead Agency contracts. Facilitate the gathering of information for contract renewal when the services covered by contracts affecting more than one Program Director.
  13. Review Purchase of Service Orders/Service Authorizations.
  14. Attend Lead Agency audit and program reviews.
  15. Maintain a good working knowledge of County, Health Plan, State and Federal regulations that affect the operation of TA services.
  16. Review and approve write off requests for the CM and MC divisions.
  17. Maintain a working knowledge of current issues as they affect the delivery of services to TA.
  18. Respond to surveys, requests and questionnaires relative to programmatic matters from County, Health Plan, State, federal and other agencies.
  19. Facilitate the gathering of information for contract renewal for CM and MC contracts. Review contracts, and make recommendations for changes.
  20. Participate in contract renewal and/or compliance meetings with Counties and Health Plans.

Other General Responsibilities:

  1. Meet with Finance personnel to review financial matters relative to CM and MC.
  2. Provide the leadership team and Finance a summary of outstanding billing for CM and MC every-other month.
  3. Perform public relations functions and represent TA to the community at large.
  4. Other duties as assigned.

QUALIFICATIONS:

  • Bachelor's degree in Social Work, Psychology or a closely-related field
  • A minimum of 2 years of experience in human services required
  • Knowledge of Minnesota Health Care Programs, MSHO, MSC+, SNBC, CADI, EW, AC, and BI programs required
  • Background clearance
  • Valid driver's license, acceptable driving record, and proof of auto insurance required
