Thomas Allen is Hiring a Residential Assistant Program Director!

LOCATION:  Office in West St. Paul with frequent travel to assigned group homes


JOB SUMMARY:  The Assistant Program Director (APD) position is fast-paced and independent. Candidates must be willing to be flexible with their schedule to meet needs of each individual program. As an APD, you will assist in oversight of the [INSERT PROGRAMS HERE]


  • Assist with Designated Coordinator duties for homes to provide supervision, support, and evaluation of activities
  • As assigned, participate in referral, admission, and service initiation planning
  • Assure individuals' finances are handled in a timely and efficient manner per support team decision
  • Maintain a current understanding of the licensing requirements sufficient to ensure compliance throughout the divisions assigned. Attend licensing visit and complete all requested documents
  • Perform audits of permanent files and financials for all assigned divisions. Conduct follow-up audits
  • Oversee the implementation of corrective action identified as necessary following the review of incident, emergency, and VA maltreatment reports
  • Ensure staff competency requirements are met and staff orientation and training is provided
  • As requested, perform day to day activities during Program Director's paid time off/ leave of absence including on-call duties
  • Review and approve paperwork for annual meetings of individuals served
  • Review, approve timecards, expense reports, and division expenses
  • Assist with the hiring process
  • Cover direct care hours when divisions experience a staff shortage as needed
  • Coordinate and follow up on the maintenance needs of assigned divisions
  • Attend monthly Program Manager meetings and Program meetings held at program sites as requested
  • Oversee the schedule for the semi-annual Utilization Review for assigned ICF, where applicable, and provide a summary
  • Perform other duties as assigned


  • 4-year degree in a field related to human services
    • OR an associate (AA) degree in a field related to human services
    • OR a diploma in a field related to human services from an accredited post-secondary institution
    • OR a minimum of 50 hours of education and training related to human services and disabilities and at least four years of full-time work experience providing direct care services to persons with disabilities or persons age 65 and older, with 3 or more years of supervisory experience
  • 3 or more years of supervisory-level experience in a program providing direct support services to individuals with disabilities or those who are age 65 and older
  • Department of Human Services background clearance
  • Ability to effectively communicate in English, written and verbal
  • Valid driver's license, acceptable driving record, and proof of auto insurance required
  • Must be able to drive own vehicle, company vehicle (if available), and/or to use public transportation systems to perform job duties
